What if program participants won’t disclose to me information about their race, ethnicity, and gender?

Self-identification is the most reliable method and preferred method for compiling information about a person’s gender, race and ethnicity. You are are strongly encouraged to rely on participant self-identification to obtain this information. If a person does not wish to disclose their gender, race, and ethnicity you should use visual observation to identify and record the gender, race and ethnicity of the participant.
